Electrostatic precipitators can be quite expensive, so it is cheaper to just pollute. In most developed countries, there are laws that limit emissions but in developing countries, the governments often feel that industrial development is more important than peoples' health and global warming. This is why factories don't use electrostatic precipitators.

Factories don’t use electrostatic precipitators because of the high cost associated with it.
Explanation:
Invented by Frederick Cottrel, an American inventor and physical chemist, the electrostatic precipitator was originally used to recover industrial materials from output materials. Currently it is used in the control of air pollution in industries and power generation plants by removal of some particulate and liquid matters. It uses the principle of attracting charged particles by magnetic effect.
