Because they are not a source of light like stars..Which burn themselves to produce light like the sun..

The starlight reaching our eyes increases and decreases continuously due to atmospheric refraction and the star appears to be Twinkle at night where is the continuously changing atmosphere is unable to cause variations in the light coming from a big size planning due to refraction because I was the planets do not Twinkle..

Hope it helps you dear!
