why dont the lungs collapse even after forceful expiration

This pressure difference keeps the lungs (stuck) to the chest wall so they don't collapse. The lungs can expand because of compliance, the ability of the lungs to stretch.

This is due to the presence of C-shaped cartilaginous rings which gives support to the trachea and prevents it from collapsing.
