why dont we count the 0 before any number

The concept of zero is needed to represent "nothing", and the numeral zero is useful for an easy representation of a number. There are many numeral system which doesn't require 0. ... You can also represent any large number in unary system (other than zero itself), without using any zeros...

We don't count the "0" before any number.

Because "0" before any number is in countable.

So we won't count it.
