why dry HCL does not have any taste with Litmus Paper but moisture HCL turns blue Litmus to red​

HCl can produce these ions only in the form of aqueous solution. Hence dry HCl gas does not change the colour of dry litmus paper. Litmus paper is turned red by an acid . ... HCl is an acid because it dissoaciates to give H+ ions but only in aqueouasolutionsi.Dry HCl does not give H+ ions.

the H+ ions in the HCL get ionized in an aqeous solution and hence show its acidic properties. So, when a litmus paper is put in dry HCL (the H+ ions are not ionised), it doesn't turns blue litmus red. Whereas in moisture HCL, it turns blue litmus red.
