Why dry hcl does not react with litmus but in the presence of water hcl gas turns colour to litmus?

Dry HCl is not aqueous and does not ionize while the presence of water makes it aqueous and the ionization of HCl in water takes place and release H+ and Cl - ions ...
That's why the colour of litmus does not change when HCl is dry ., but aq. HCl turns the colour of the litmus..
