Why dry hcl doesn't change color of litmus paper?

Because pure and dry HCL does not acts as a acid.

HCl is acidic only when it is dry or moist. Only during that condition, it can change the color of blue litmus into red .

Dry HCl is not acidic .

So it cannot change the color of blue litmus .
