HCl gas stands for Hydrogen Chloride gas which is not an acid (acid in water releases hydrogen ions) therefore, it doesn't change the color of dry litmus paper

Dry HCl gas does not change the colour of dry litmus paper because it has no hydrogenions,H+(aq) ions, in it which can impart acidic properties to it.
