Dry leaves have no water present in their cells as the cells are already dead, so they could catch fire.
The fresh leaves (what you refer as 'wet leaves') has water present in their cells as they carry water, so it doesn't burn.

It is because Green leaves contain moisture whereas dry leaves do not contain moisture as a result, the ignition temperature of green leaves is higher than that of dry leaves.
