When light in one transparent medium encounters another, some of the light is always reflected back, and usually some is transmitted into the new medium. The exception is called Total Internal Reflection.

But under most circumstances, the amount that gets transmitted is much greater, so you don't notice the reflection. Still, if you look through a window, you will see a faint reflection of yourself. This plot

Hey mate, here's your answer-

we know that when light falls on any things whether transparent or translucent, some of the lights are reflected.
And if we talk about rain drops. Here, when light falls on the rain drops, some of the lights are reflected and being water a medium some gets refract. because here light travels from one medium (air) to another (water).
This is the reason that why refraction and reflection both occurs in a rain drop.
