any object wants to remain how it has been, whether in rest, or moving with some constant speed. In this case, the object is the dust. Dust particles were at rest on the carpet. However when you beat the carpet, you are forcing the dust to move along with the carpet. Due to the dust having inertia, it doesn't move, or rather, it resists motion. This is why dust comes out of a carpet when it is beaten with a stick.

A body at rest remains at rest & cannot start moving on its on due to the inertia of rest.

Initially, both the carpet and the dust are at rest.

When the carpet is shaken or beaten with a stick, it is set into motion will the dust remain in the state of rest due to inertia of rest.

Thus, dust falls down due to the pull of gravity.
