Atomic masses of different gases are different and hence the mass of anode ray particles varies when you use different gases in the discharge tube and hence the e/m ratio varies

it is because..
the cathode rays have electrons in them and the q and m of all electons are constant so the specific charge is also constant
but in the case of anode rays they have +ve ions of diff gases so the mass of gases will diff accordingly
for eg.O has mass 16 but H has mass 1
so this concluded that the specific charge of anode rays arent constant
