First, because it is an extremely complicated system.  It’s not that it is difficult to understand, (it is simply stress that builds up due to the movement of tectonic plates) but it is complicated because there are far too many variables to take into account.  Slight local changes in composition of the rock will have significant influences on where the stress is highest, and whether it will equalizes slowly, or build up and causes an earthquake.  And after an earthquake, the whole thing gets reshuffled, so the next one might be completely different.
