According to me, one reason for this can be that in dictatorship, the ruler wants only profit and take no care of his/her JUNTA which is the most important thing. To achieve greatness and heights, he do whatever makes him more powerful. To raise country's status he use both fair and unfair methods.
But in democracy the leader have to work according to the people. He has to make sure that there is no social ,cultural, political ,provincial ,regional and communal conflict. For him public becomes his priority then anything. Leader is bound to perform fair tasks or he will be deleted from elections next time and due to this the development comes slowly and slowly.
Hope it help!!
