because pure water is an insulator of electricity. if something is added to water, its properties are hidden and thus electricity passes through it

Salt is a form of metal, due to presence of iron. Metals are conductors of electricity , and therefore, the current is able to pass. In case of water, water is not totally, an insulator, but is a bad conductor, which does not allow the current to pass.
