Under some circumstances part of the atoms can have a different number ofelectrons than the rest, then the average is called "partial charge" but the valency of the individual atoms in such cases is still a whole number. Why are the atomic numbers and mass numbers always in whole numbers?

because they never exist fraction of a proton...... so, they must be in whole numbers...
