why electrons are in rings why not in the nucleus in place of protons

Because electron is both wave and a particle, so you cannot pinpoint where it is exactly at a time, think of it as a cloud around the nucleus and electrons have a tendency to move and change their direction, that's why they are outside the nucleus to carry further reactions and make a body negatively or positively charged.
