I think the confusion arises from your interpretation of “coild cutting field lines”.
This phrase referes to the conductors in the coil passing through the field lines. So in the vertical position the long ends of the cpoiul are moving parallel to the field lines (briefly) so do not cut them, hence the EMF is zero.
I suspect you are thinking about the plane of the coil and in the vertical paosition, the plane of the coil does cut bthrough the max no of field lines. WE would normally phrase this as’ the amount of magnetic flux through the coil’ is a maximum when the coil is in the vertical position
In summary coil ‘cutting field lines’ is about the individual conductors not the whole coil/the plane of the coil.
