Why emf is not induced when there is no change in magnetic flux?

any change in magnetic flux induces an electromotive force (EMF) opposing that change—a process known asinduction. Motion is one of the major causes of induction. For example, amagnet moved toward a coil inducesan EMF, and a coil moved toward amagnet produces a similar EMF
