in the prokaryotes the nuclear region is not fully developed or it is not bounded by the membrane so nucleoplasm has direct contact with the cytoplasm of the cell..
and hence the endoplasmic reticulum act as the nuclear membrane somewhere so in the prokaryotes as the nuclear membrane is not present that's why the endoplasmic reticulum is also not present..
