Why environmentministry refused to captive brreeding on chiru?

Chiru or the tibetan antelope is found in the tibetan plateau and requires a huge land for its movement.The high altitude plains and steep valleys of Ladakh makes the conservation breeding difficult,both economically and physically for the government .The climatic conditions of the valley are so difficult that humans cannot be posted there for more than two or three months. Hence ,The Ministry of Environment and Forests have refused to allow captive breeding of Chiru.
