Epidemic doesn't takes place without any calamity. We can say that after the flood, epidemic takes place because flood is an natural calamity which causes when there is very heavy rain and due to this type of condition , some diseases like water borne spread i.e cause an epidemic. So, by my view epidemic doesn't takes place but cause after the flood

There are different factors due to which epidemic take place just after flooding.

1) Lack of Drinking Water: Unavailability of drinking water is common in flood-affected areas. Due to this reason, people usually start drinking unsafe water which results in the outbreak of several diseases in them. Diarrheal diseases, Hepatitis A and Hepatitis E  are the examples of diseases spread through contaminated water.

2) Crowding:  Crowded living condition is common in flood-affected zones. This increases the risk of transmission of diseases like measles. The displaced population also face acute respiratory infections. These are the diseases that transfer from person to person through direct and indirect contact.

3) Standing Water: Sometimes standing water conditions can facilitate mosquitoes growth resulting in the outbreak of diseases like malaria.
