Why equality can not be established merely by law?

Equality cannot be established merely by law because it is also a kind of feeling which should be present in an human. If we don't consider a man equals to us when we are only seeing him, our law cannot do anything because law cannot get inside a man brain and see what he is thinking. We should develop this feeling of being equal within ourselves , only then we can create a indiscriminated world for all.
