Why estate general meeting was boycotted in 1789 and national assembly was formed by third estate?

The Third Estate was locked out of the Estates General meeting, so they went to a nearby tennis court to swear to not give up until they had a new constitution. the king has not fullfil their demand as 3rd estate has demanded that each members should be have one vote
