Why ethanol and water are miscible yet carbon tetrachloride and water are immiscible?

like disolves like
water and ethanol both are polar therefor they are micible.......
while CCl4 is nonpolar because in this it has symetry and thus its dipole moment is zero and therefor it is not micible.in water...

Water being a polar solvent is able to dissolve ethanol and not carbon tetra chloride which is non polar in nature.
