Alcohols like Ethanol have inermolecular Hydrogen Bonds. These are strongest after covalent and coordinate bonds.
Whereas Ethers like Dimethyl ether have weaker Dipole-dipole attractions.

Ethanol is liquid at room temperature because molecules are strongly associated with each other due to the presence of hydrogen bonding.This hydrogen bonding in between oxygen atom of one molecule with the hydrogen atom of an adjacent ethanol molecule(as shown in image attached) which keeps the molecules strongly associated to each other.
Where as in dimethyl ether, weak Vander-wall forces are present and hydrogen bonding is absent due which it is gas at room temperature.
