Evaporation is called a surface phenomena as a liquid starts evaporating from the surface. The whole process of evaporation starts form the surface. It is the surface of the liquid that is exposed to the atmosphere ( heat, temperature, moisture, etc) so it absorbs most of the heat from the air around it.

The upper surface of water in open dish absorbs heat and light energy. The molecules on upper surface gains energy and over comes the binding force. Since the molecules are released from upper surface, it is called surface phenomena
