If government is going to mandate anything it must emphasize material actions that citizens can perform and involve any form of government subsidizing beliefs. Once we go down that road, we run the risk of giving government the power to indoctrinate rather than regulate behaviors that contribute to a better society. Even well-meaning attempts to implement such public service requirements as opportunities for people to cooperate in community defined projects have foundered on this issue. Democratic governments must be extremely careful about what behaviors are mandated from their citizens.
