Why f metals are good conductors of electricity but glass is not?

for conduction of electricity there must be free electrons present which helps the metals to conduct electricity. However in glass each Atom is perfectly bonded so no free electrons are present.
Even in this case glass can have electrostatic force of attraction due to possession of partial negative when rubbed against wool.
