I will answer this with reference to Indian conditions.
The simple answer is demand and supply. Let me elaborate:
1) There are too many people engaged in agricultural activities. So per capita availability of land is less. One person, on average , can produce food for 30-40 persons in India. So we have overproduction of foods. Out of this food also, most of it are Rice and wheat. If farmers start growing vegetables, pulses - it will fetch them more money.
2) People do not crave for Rice, Wheat, Maize and other raw products anymore. They need them to be converted into fancy products - add some salts, colors, spices - and lo! price gets ten fold. Take example of Lays - for 10 potato chips , you pay 10 rupees, you can do the maths yourself. The raw material costs is negligible. Cost comes mainly from plastic, packaging, designing, marketing and advertisement. Needless to say, raw material producers are not rewarded, whereas industry, marketing and advertisement managers and others make a lot.
3) Middle Men and APMC acts - Farmers do not get the correct worth of their products. You can go and check in any sabji mandis yourself to understand it better.
Solution : We will have to bring farmers out of farming. And this is happening. Farmers' sons and daughters are no more joining agriculture. They are coming to cities to find a job in either manufacturing or service sector. Given the huge mess of population, climate defiling - this is the only solution left.
