bcoz in ancient one rome king desgined a calender of 364 days which february contains only 27 days after one day is added to calender and that one day is added to feb.
so, it became 28 days.

This is simple mathematical fact..
The sum of any even amount of odd number will always equal as even number. So Numa chose February a month that would be host to Roman rituals honoring the dead as the unlucky month to consist 28 days and Numa Pompilius, decided to make the calendar more accurate by syncing it up with the actual lunar year which is about 354 days long. Numa tacked on two months January and February after December to account for the newdays. The new months each had 28 days.
