Long ago the Roman calendar had only 10 months. The Roman Emperor Numan Pompilius wanted to synchronize the lunar (timings in a year) calendar with their calendar. So they wanted to make their year to have 355 days. Then they added two months: January and February.
In order to make the number of total days as odd , February had to have an even number of days : 28. It was a superstition that even numbers were evil or bad. So February was used as a month of rituals for the dead people. It was the last month of the year.
Our Gregorian calendar is a derivative of the Roman calendar. But changes were made to it. But February remained with 28 days except for a leap year.
