why fern is cosider as a phanegrogams​

The first reason is that although ferns have the vascular system, but it does not produce any seeds. So they are not regarded as Phanerogams. The second reason is that phanerogams have distinct roots and stem system but ferns belongs to pteridophyta where there is no clear division of the root and shoots.
