As solids diffuse and reorder very slowly under ambient conditions, the net, directionally dependent (anisotropic) magnetic moment can persist. Conversely, liquids and gases freely tumble and reorder: water rearranges every few picoseconds (10^12 times per second!). Although individual molecules could have a magnetic moment and several molecules could align, the freedom to readily reorder gives magnetic moments not having a persistent, coherent direction (isotropic) and can easily change with thermal fluctuations. As such, the fluid will only display its magnetism when forced to allign under an external magnetic field.
