Because a fluorescent lamp is much efficient than a filament lamp. Filament lamp converts only 10% of electrical energy into light energy and remaining 90% is wasted as heat energy. But flourecent lamp comverts 30% of electrical energy into light energy amd about 70% into heat energy. So filament lamp is dimmer than a fluorecent lamp of the same power.
