because the density of water is more than density of oil so oil floats on water thus fire produced by oil cannot be extinguished by water

As we know that water is heavier than oil, thus when it's poured on oil fire It sinks to the bottom and evaporates rapidly due to too much of heat and this spreading may cause expansion of fire in all directions.
