Fluorine is the strongest oxidising agent!!! because halogens have high electronegativity and electron affinity.so therefore it is the strongest oxidising agent.and yes it is an good oxidising agent.

Due to high hydration enthalpy of Fluorine has a greater electron-electron repulsion among the lone pairs in the small sized Fluorine molecule where they are much closer to each.
Hence, the enthalpy of dissociation of F2 is lower than other halogen which makes it better oxidizing agent.
