why fluorine raised highest oxidation state?

Tradition metal ions, as Lewis acid in complexes, in high oxidation generally are harder than in low oxidation state. Because oxygen and fluorine are top two electronegative atoms that can get high numbers of electron from metal to make them in their highest oxidation numbers.
Because of this reason fluorine raised highest oxidation state...
