Why fossil fuels are included in exhaustible natural resources?

Fossil Fuels took million of years to be formed under the earth's crust to there is fixed amount of these fuels ( like coal and petroleum ) under the earth. If we go on using them at this rate soon , we will run out of energy. Since they can not renewed at a fast pace therefore, they are included in exhaustible natural resources.
