The problem is that the pressure inside the cabin is lower than on the ground, at least part of the time, so the air expands and can push out
the ink, causing a mess in your bag. It’s why I usually have my pens empty when I fly, or keep them in a plastic bag.
It’s not a ban, it’s recommendation not to, for your own comfort. But unless the ink spills on someone elses things, nobody will mind if you have fountain pens with you.
