why free education or schools provided by Inian government is not getting much student count ?

I think a complete free education can be building block for further of any nation.
We do already have public schools with very nominal fees. but due to government recruitment structure for teachers,lack of good infrastructure, inability to monitor performance of teachers.parents wishing for better education for their children end up opting for private schools.
