Because on rough surfaces impulsive force is absent or comparatively very less but in smooth surfaces impulsive and friction both act and almost all cancel each other and the movement is quick on smooth surface

Friction force depends on nature of contact surface. Rough surface offers greater resistance to relative motion than smooth surface due large size of crest and valley on the surface . Valley of one surface is fastend to crest of other surface in rough surface
