Why fungi and bacteria are considered as plants even though they do not have chlorophyll

there is no rule that containing chlorophyll are only considered as plants....chlorophyll is just a pigment which is present in chloroplast....fungi and bacteria are non green plants and they depend on other organisms for their food

Because they both are in the traditional systems of classification were kept under plants because of the presence of cell wall
