Why fungi and bacteria are considered as plants even though they don't have chlorophyll?

Fungi and bacteria don't have chlorophyll bt they some properties like other plants :
*It also grows in soil as plants grow .
* It have rigid cell wall as plants have.
*They are also made up of eukaroytic cell as plants.
*plants and fungus both are evolved from protistic.....
