why gabriel was not punished in the poem the spark neglected burns the house​

Ivan bribed the clerk and the officers in the court to get a favourable judgement then Gabriel was condemned to be beaten publicly so he threatened Ivan to burn something of Ivan and then the Judge tried to make peace between Ivan and Gabriel but in vain but afterwards as a result  Gabriel was sentenced for hitting a women.
