He decided to launch satyagrah because the rowlatt act gave the police enormous power to arrest a person without any warrant.

Also, it suspended the rights of Habeas Corpus and includes trial in seclusion.

Gandhiji regarded it as stealing the rights if individuals

Mahatma Gandhi decided to launch a satyagraha against Rowlatt Act because: 

1. Indian members had completely opposed the Rowlatt Act that was by the Imperial Legislative Council in a hurry 

2. The Act gave the government the power to repress political activities and detain political prisoners without a trial for two years. 

3. Gandhi wanted to begin a non-violent civil disobedience movement against this law because it was completely unjust.
