Answer:

Water vapour is water in gaseous instead of liquid form. It can be formed either through a process of evaporation or sublimation. Unlike clouds, fog, or mist which are simply suspended particles of liquid water in the air, water vapour itself cannot be seen because it is in gaseous form.

I think its just a convention. A gas usually what we called a gas that is always a gas at normal(for humans) temperature and pressure. A vapor is a gas from a volatile liquid that is usually a liquid at normal human pressure and temperature. A vapor would not usually be 100 percent that material, unless the temperature was above the boiling point of that liquid. Technically, when the vapor pressure of the liquid(a function of the temperature) is equal to or exceeds the ambient pressure, it will boil. When the vapor pressure is less than the ambient pressure, then the concentration(percent) of that vapor is directly proportional to the ratio of the vapor pressure of that liquid to the the total pressure.

Hope it helps you.
