In this state it is often called an amorphous solid or glass. Some people claim that glass is actually a supercooled liquid because there is no first order phase transition as it cools. ... The temperature at which the glass transition takes place can vary according to how slowly the material cools.

Because of its structure. It has a liquid like molecular structure but solid like physical form.

Glass is called supercooled liquid because glass is an amorphous solid. Amorphous solids have the tendency to flow but, slowly. It does not form a crystalline solid structure as particles in solids do not move but here it moves. Hence it is called a supercooled liquid.
