Why government cannot adopt double entry system?

This matter was personally looked upon by me as during my training period under CA firm, i was alloted a work by my CA to supervise whether the govt. Departments in some small towns and sub-districts of Punjab were making their accounts as per double entry accounting system or not and when I went there and checked, then I found that still the work was not fully completed.
