why government has provided reserved seats for SC,ST,OBC?(points as many you can give)

Gov. has provided reserved seats for lower caste for the betterment in there situation.Students belonging to backward classes cannot afford to join coaching centres like most of general candidates.Talking about the government system,funds alloted for improving education background of sc,st and obcs rarely make changes.
